The West Midlands Rail Programme (WMRP) is a £200m+ investment programme, led by Transport for West Midlands (TfWM) and West Midlands Rail Executive (WMRE), bringing together over ten industry-leading organisations, delivering seven new or significantly upgraded stations. We saw an opportunity to do things differently and move away from the traditional approach of delivering railway stations. Since the creation of the WMRP in 2018, we’ve shown our model can be successful, paving the way for the rest of the industry to follow. We opened our first station last May, a state-of-the-art redevelopment of Perry Barr station, and currently have three other projects ongoing. They are: University Station – a redevelopment of the current station Camp Hill Line– Three new stations at Moseley Village, Kings Heath and Pineapple Road Walsall stations – Two new stations at Willenhall and Darlaston We consider our approach award winning not only because of what we’re delivering, but because of how it demonstrates what can be achieved by partners working together.

Angel Trains (Partnered with Transmission Dynamics)

This first-of-a-kind project took a proven innovation another step forwards to combine multiple data sources to build a complete picture of the operational railway in motion, from ballast to catenary and everything in between. With a target to revolutionise how the ‘railway as a system’ is managed, using technology to shift inspections from in-person, to digitally from a desk. Alerts were developed as part of the project to let asset managers get on with the day job and plan interventions intelligently. We developed a tenacious team brought together from many railway partners into one group that looked to unlock so much more for safety, performance and culture.

As survey data capture and software suppliers, D/Gauge were able to take the high-quality data as a core component for clearance software and consultancy. A meeting of two equals, the partnership and product offering allows rail owners and operators to make better use of network data and manage clearances effectively. Winning customers like Network Rail and Amtrak, the partnership has seen great success.

East Coast Digital Programme (Partnered with - see diagram below)

The East Coast Digital Programme (ECDP) is delivering the next generation of train travel – creating a better performing East Coast Main Line for passengers and everyone else who uses and depends on it. As part of the Programme, traditional lineside signals will be replaced with state-of the art digital signalling using a system called ETCS (European Train Control System) to create a safer, more flexible, efficient and greener system - with less delays and more capability. The East Coast Main Line (ECML) was chosen as an early adopter for digital signalling technology as fixed asset signalling failures were becoming a major issue, contributing to increasing levels of passenger, freight, and rail user disruption which, if no significant improvement was made, would only become worse as obsolete signalling became life expired. The ECML will be Great Britain’s first intercity mainline to be upgraded to digital and it lays the foundation for further improvements across the network. The ECDP brings together more than 30 industry partners, who are collectively working to create a more efficient railway fit for the future.

LB Foster (Partnered with Network Rail)

Network Rail first embarked on this project with LB Foster to develop British Sign Language messages & live departures for their totem digital displays in 2020 This is a UK rail first and reflects that everyone should be able to travel on our railway networks with confidence and ease and it’s essential in making this a reality. British Sign is now a recognise language of England, Wales and Scotland in its own right. It is Network Rail responsibility to promote and facilitate the use of British Sign Language in its communications with their passengers. Network Rail has work closely with LB Foster to develop the ‘British Sign Language Departures & Messaging’ solution. The system takes live train running information from the Customer Information Systems (CIS), and converts it into a British Sign Language. This promotes consistent information on stations and provides the Deaf community with a level of confidence to travel that people who can hear take for granted. It provides the necessary tools to allow them to make an educated decision on how best to travel, especially during disruption… Following this development and successful trial at Euston Station, Network Rail are now rolling the solution out to their major stations.

Network Rail (Partnered with Rail Aid and 7 suppliers)

In June 2022, working closely with the DfT, Network Rail secured £10m of funding through the Foreign & Commonwealth Development Office. The package was designed for immediate use without the need for UK personnel to be in country. It allows for repair of infrastructure and stock piling of stores to allow UZ to react to emergency infrastructure needs. Network Rail, Amco-Giffen, Mabey Bridge, Mabeyhire and JCB worked collaboratively to specify, procure, and deliver the above. Two trains loaded with 1100 tonnes of aid were delivered by DB Cargo to Ukraine in December 2022 and February 2023. The transit involved significant liaison with customs, Channel Tunnel, and High Speed 1 by Eversheds and ALS. Further to this, the team worked closely with HMRC to secure a zero VAT rating. This allowed for further aid. A full 7-day training programme has been delivered, including transportation of Ukraine engineers to the UK. This training was attended by the Secretary of State for Transport and the Ukrainian Ambassador, both of whom were very complimentary of the project. The project has included the senior members visiting Ukraine. This provides a real demonstration of support to Ukrainian Railways.

The Tree Council (Partnered with Network Rail)

Six million trees grow along the UK’s 20,000 miles of railway – a long, thin slice of Britain that brings huge benefits for the environment, communities, and the economy. Over the past five years, Network Rail and The Tree Council (the national charity that brings everyone together to care for trees) have been working in partnership. We have shown how engaging with communities and doing the right thing for nature, can reduce costs, help maintain rail safety and safeguard our green heritage. Our success stems from two things: The Tree Council’s ‘critical friendship’, offering constant challenge, expert advice and innovative thinking to Network Rail, plus a four-year community planting programme, which has established 254,752 trees, with 108 communities, including more than 1,000 volunteer hours. The partnership has saved Network Rail many hundreds of thousands of pounds in tree management costs, while local communities benefit from biodiversity net gain, increased carbon sequestration, habitat protection, attenuated flooding and improved air quality. This collaboration of a large public body with a small, entrepreneurial charity (just 20 employees) is improving wellbeing in underserved communities and conserving wildlife for generations to come.

Whoosh's recent work with Network Rail has created a system that links passengers, staff and Rail Operators to one system. Whoosh won the King's Award for Innovation 2023, the Rail Business Awards Best Innovation 2022, Rail Innovation Awards Passenger Experience 2022 and Travolution’s Best Customer Innovation 2021. Network Rail's pioneering work with Whoosh across their 15 largest stations has delivered a personalised real time information and communication system that links passengers, staff and Transport Operating Companies across the UK. Working with Station Managers and Station Staff the system is now available in multiple languages and being used by thousands of passengers every week.
